주제발표를 맡은 송운석 단국대학교 행정학과 명예교수는 학생 중심의교육과 현장 중심의 지원행정 추진 및 양질의 교육 서비스 제공을 위한 교육지원청 분리 타당성 연구에 대해 제언했다. 먼저 내외부 환경과 행정수요 변화로 인해 통합교육지원청의 분리에 관한 연구가 필요하다고 강조하며 연구 방법, 기대효과와 더불어서 분할과 통합에 대한 각각 이론적인 근거와 인터뷰 분석 결과를 제시했다. 따라서 구리·남양주 교육지원청 분리 신설은적합하고, 이를 위한 분할 추진 단계를 제언하며 새로운 변화를 염두에 두어 교육지원청을 재구성해야 함을 덧붙였다.
