오늘은 2023학년도 대학수학능력시험을 118일 앞둔 날입니다.

 

네, 오늘 드릴 이야기는 우리 구리시의 교육에 대한 이야기입니다.

 

본 의원은 EBS 교육방송 입시 대표강사와 대학 겸임교수 등으로 활동하며 초등학생부터 대학생에 이르는 많은 학생들과 학부모님들을 만나왔습니다.

 

그 과정에서 얻은 경험과 문제 인식을 짧게나마 공유드리니 구리교육의 발전과 우리 아이들의 미래를 위해 함께 관심을 가지고 고민해주시면 좋겠습니다.

 

교육부와 통계청이 발표한 ‘2021년 사교육비 조사 결과’에 따르면 지난해 사교육비 총액은 23조 4천 억 원으로 약 19조원을 기록한 2020년보다 21% 증가했습니다.

 

이는 코로나19 이전 수준을 넘어선 것은 물론이고, 역대 최대치입니다.

 

학생 1인당 월평균 지출액은 48만 5천 원이며, 이 역시도 역대 최대치입니다.

 

주목할 부분은, 고소득층과 저소득층 가구의 사교육비 격차가 5배 이상이었다는 달했다는 것입니다.

 

서울 주요 15개 대학의 국가장학금 신청자 중 고소득층 비율이 저소득층의 배에 달한다는 점을 고려하면 이러한 교육비 지출의 격차가 실제 대학 진학결과의 차이로 이어지고 있음을 알 수 있습니다.

 

교육은 단순히 다음 세대를 가르치는 것을 넘어 사회 양극화 해소의 도구이자 계층이동의 사다리입니다.

또한 본 의원은 우리 구리시의 교육 환경을 개선하고,나아가 교육 수준을 향상시키는 것이야말로 그 어떤 방법보다도 효과적인 인구 유입 방안이자 도시발전 정책이 될 수 있다고 생각합니다.

 

교육문제를 교육문제가 아닌, 구리시 발전을 위한 핵심 선결과제로 생각해 주십시오

 

이에 다음과 같이 두 가지를 제언드립니다.

 

첫째, 학습 및 입시정보의 불평등 해소 방안을 함께 고민해 주십시오. 주택청약보다 어려운 것이 대입제도라는 말이 있습니다.

 

내신반영교과목, 반영비율, 출결과 비교과의 영향력, 자소서와 면접 여부, 수능최저학력기준 등 대입 제도는 대학별로, 전형별로, 전공별로 다 다릅니다.

 

수능에서 똑같이 만점을 받아도 어떤 과목을 선택했는지에 따라 유불리가 생깁니다.

 

더욱 문제인 것은, 이 모든 것들이 매 년 달라진다는 것입니다.

 

이러한 상황에서 맞벌이를 하는 보통의 학부모는 좌절할 수밖에 없습니다.

 

따라서 시 차원의 적극적인 입시정보 불평등 해소방안을 마련하기를 촉구합니다.

 

최소한 정보만큼은 평등하게 획득할 수 있도록 해 주어야 합니다.

굳이 대치동 유명 학원을 찾아가지 않아도 구리시 학생이라면, 학부모라면,

 

누구나 양질의 정보를 얻을 수 있도록 관계부서 공직자 분들께서는 만전을 다해주시기를 바랍니다.

 

향후 계획 수립시, 올해처럼 고3을 대상으로 한 단발성 입시설명회가 아닌, 초중고 학년별로, 진로별로 체계적이고 상세한 진학 정보를 제공하는 체계적인 학습코칭 및 입시교육이 구리시 차원에서 운영되었으면 하는 바람입니다.

둘째, 누구나 자유롭게 공부할 수 있는 학습환경 조성을 위해 생각을 모아 주십시오. 경기도 교육청의 야간자율학습 및 석식 폐지 방침이 정해진 2017년 이후, 도 내 대부분의 일반고 학생들은 방과 후 학원으로 향합니다. 구리시 아이들도 마찬가지입니다.

 

아이러니하게도 사교육 의존도가 더욱 커졌습니다.

 

부모님이 맞벌이를 하시니 대부분의 저녁은 밖에서 사 먹습니다.

자습은 독서실이나 스터디카페에서 합니다.
