지원 조건은 구리시 소재하고 구리시에서 활동하는 작은도서관·독립서점·북카페·연구단체 등 회원 10인 이상 시민 동아리 및 모임(독서·토론·환경·봉사·직장인·학부모·학생 동아리 및 모임 등)이면 지원 가능 필수 사항으로, 소규모 교육 운영 장소를 확보할 수 있는 시민공동체여야 한다.

시민공동체 총 5단체 모집 예정 이며 선정된 시민공동체는 문화예술 전 분야를 주제로 단체당 10회씩,연간 총 50회의 강좌를 운영 예정이며. 강사료·보조강사료 및 홍보물 디자인 등 지원 혜택이 있다.
