서울 용산꿈나무종합타운에서 개최되는 25회 세계한국어웅변대회는 한국, 인도를 비롯한 15개 국가별 지역별 예선을 거쳐 선발된 대표연사들이 한류와 함께 지구촌에 확산되는 한국어 열기에 맞춘 글로벌 한국어 발표 능력대회가 될 전망이다.

특히 이번 본선 대회에는 인도, 태국, 동티모르, 호주, 중국, 베트남, 말레시아, 싱가포르, 캄보디아, 인도네시아, 라오스, 영국, 몽골, 일본, 국내 등에서 외국인 16명, 해외동포 6명, 한국대표 25명의 연사가  참가한다.

사단법인 한국스피치웅변협회 김경석 회장에 따르면 그동안 한국어의 가치와 우수성을 널리 홍보하고 우리의 보물 한글을 지구촌에 보급하기 위해 중국, 필리핀, 말레이시아, 싱가포르, 홍콩, 인도네시아, 베트남, 호주, 태국, 인도, 캄보디아, 일본 후쿠오카 개최에 이이 코로나 팬데믹으로 해외대표는 Zoom 화상으로 국내대표는 방역수칙을 준수하며 대면으로 개최한다. 

특히 이번 웅변대회에 참가한 연사들은 한국어 보급, 코로나19 퇴치, 한반도 평화, 한류문화와 우호증진을 위한 주제로 그동안 연마한 한국어 소통 기법을 발표한다. 이 웅변대회의 최고 득점자에게는 대한민국 대통령상과 부상 200만원이 수여된다. 

국내 대표연사는 주로 한국어의 가치와 문화, 코로나 퇴치를 주제로 하여 한국어 보급에 역점을 두고, 외국인들은 코로나 퇴치와 한국과 자국의 우호증진 및 문화 체험담을 주 소재로 발표하며 해외동포는 한반도의 평화통일을 소재로 발표한다. 

이번 대회에 특징은 그동안 웅변대회 하면 연사 1인이 연단에 올라가 자기의 주장을 큰소리로 설득력 있게 발표하던 방식이었는데 지난 2018년(제23회)부터 단체(그룹)웅변이 도입됐다.

특히 그동안 웅변대회는 소품 사용이 금지되었는데 이번 대회부터 청중의 시각적 효과 향상을 위해 동영상과 함께 사용할 수 있다.  또한 진행 방식도 연사가 웅변을 발표하고 자신의 장끼도 발표 할 수 있도록 했다. 

이 방식은 기존의 웅변이 딱딱한 느낌을 주었다면 이제는 다양하고 흥미로운 소통기법으로 대중연설이 발단한 우리나라만의 웅변문화로의 전환이라고 할 수 있다.  

이번 제25회 세계한국어웅변대회는 용산구와 사단법인 한국스피치웅변협회가 공동주최하고 문화체육관광부, 교육부, 외교부, 통일부, 서울특별시, 사)한국국어능력평가협회, 인제대학교가 후원하고 있다.
